China Ends 13% Export Tax Rebate on Bamboo Products from April 1, 2027 — Buyers Have a Six-Month Window to Lock Current Pricing
SHENZHEN, China, October 20, 2026
Under Announcement No. 29 of 2026 issued by China’s Ministry of Finance and the State Taxation Administration, the export tax rebate on a wide range of bamboo products will be cut from 13% to zero for goods exported on or after April 1, 2027. The adjustment covers bamboo raw material, bamboo plywood and laminated boards, bamboo flooring, bamboo building products and major bamboo kitchenware categories — including bamboo chopping and cutting boards (HS 4419.11), one of the highest-volume bamboo SKUs in global housewares trade.
The eligibility rule is specific and worth reading twice: the rebate is determined by the export date, not the order date or the date of the purchase order. Goods exported before April 1, 2027 qualify under the current 13% rate; goods exported on or after that date do not, regardless of when the contract was signed.
For importers and retail buyers, the practical effect is straightforward. Based on our finance department’s landed-cost model, total procurement cost for affected products is expected to rise by approximately 15%–20%, once the lost rebate is passed through and pre-deadline pressure on factory capacity and vessel space is priced in.
Buyer’s bottom line: what counts is the export date stamped on the customs declaration. Every order that clears export before April 1, 2027 keeps today’s economics. Orders exported after that date do not.
What Is Covered
The adjustment spans the full bamboo supply chain, from raw material to finished goods. Key HS codes include:
| HS Code | Product Category | Typical Products |
|---|---|---|
| 1401.10 | Bamboo (raw) | Raw bamboo material |
| 4409.21 | Bamboo shaped by lengthwise sawing | Bamboo squares, strips, moldings |
| 4412.10 series | Bamboo plywood & laminated boards | Ply bamboo, bamboo panel boards |
| 4418.73 | Bamboo flooring, assembled panels | Multilayer bamboo flooring |
| 4418.81–4418.89 | Engineered bamboo construction | Bamboo CLT, I-joists, structural components |
| 4419.11 | Bamboo chopping/cutting boards | Kitchen cutting boards, serving boards |
| 4419.12 / 4419.12.90 | Chopsticks | Disposable and household chopsticks |
| 4421.91 | Other bamboo articles | Skewers, sticks, ice-cream sticks, tongue depressors |
(Full HS list available on request; classification should be confirmed with your customs broker.)
Why Costs Rise More Than 13%
Two forces stack on top of each other:
1. The rebate itself. A 13% rebate that becomes zero means the input VAT embedded in every board, strip and finished case is no longer recovered at export. That alone moves the ex-factory economics immediately.
2. Demand compression before the deadline. Rebate adjustments of this kind have historically produced sharp order pull-forward in the two preceding quarters. Factories in the main bamboo clusters — Fujian, Zhejiang, Hunan — are already fielding Q1 2027 booking inquiries.
Our finance department’s figure of 15%–20% on total procurement cost reflects both effects: the arithmetic loss of the rebate, plus the premium on capacity and freight that typically accompanies a deadline-driven order wave.
The Window Is Shorter Than the Deadline Suggests
Because eligibility turns on the export date, the effective cut-off for placing orders arrives well before April 1, 2027. Production, packing, inland transport and vessel booking all sit between a confirmed PO and an export declaration:
- Now — December 2026: capacity for Q4 and early Q1 is being reserved. We expect this to be the strongest booking period of the cycle.
- January — February 2027: the practical order cut-off for standard lead times. After this point, a March export date becomes a booking risk rather than a plan.
- March 2027: peak rush on vessel space. Late orders face the choice between air-freight economics and missing the date.
- April 1, 2027 onward: new pricing regime. No rebate recovery on any covered HS code.
The wave comes before the effective date, not after it. Buyers who negotiate in February will be negotiating against a queue — and against a calendar they no longer control.
What We Recommend Buyers Do Now
- Lock Q1 2027 pricing on annual volumes now, before suppliers re-cost their exposure.
- Pull forward H1 2027 orders into shipments that export before April 1, 2027 — and set the export date, not just the PO date, as the contractual milestone.
- Confirm HS classification for your SKUs with your broker — kitchen boards (4419.11), disposables (4419.12) and skewers (4421.91) are squarely in scope.
- Rebuild your 2027 retail price architecture with the 15%–20% cost scenario already inside it, rather than discovering it in April.
- Secure capacity in writing. Slot reservations and price-validity windows are the two instruments that matter most in the next five months.
- Write the export-date rule into your contract. Specify who bears the risk if the vessel sails in early April instead of late March.
Insider note: In past adjustment cycles, the buyers who came out ahead were not the ones who ordered the most — they were the ones whose contracts named the governing date clearly, and whose bookings were confirmed before the rush made allocation decisions for them. A rebate that hinges on the export date is a logistics problem disguised as a pricing problem.
